Seminar on 'Computing and Communication
Challenges for Indian Navy – 2020'

Introduction

1.         A one day Seminar and an associated Exposition on “Computing and Communication Challenges for Indian Navy – 2020” was held at INS Valsura, Jamnagar on 10-11 Nov 10. The main aim of the Seminar was to address two sides of a coin viz., on one hand discuss budding technologies in Computing and Communication with the potential to propel the Indian Navy into a formidable blue water Navy of the future, and on the other hand bringing forth the associated challenges that have to be faced today and tomorrow by all the target audience to make it all happen. The following four broad topics were conceived to address the technological challenges likely to be faced in four core areas for which papers were invited from participants from the Navy, Defence Research Organisations, Industry and Academia:-

(a)       Computing for Naval Applications of the Ensuing decade.
(b)       New Approaches to Naval Systems Development and Maintenance.
(c)        Advances in Communication – Intra-Cabinet to Inter-Network.
(d)       Naval Information management systems.

 
2.         In order to accommodate a large number of papers received from the Industry  and considering the presence of a large number of delegation 10 Nov 10, an informal interaction or a “run-up” session with the industry and other seminar delegates was held post lunch on 10 Nov 10 in the Auditorium of Electrical Technology School. The session focused on IT related topics including Enterprise Automation.

Conduct of Seminar

4.         The following events were conducted as a part of the seminar:-

(a)       Inauguration of Exposition.  Industry representatives from over nine firms apart from WESEE and Valsura displayed their products for the delegates and Valsura staff. The industry reps setup their stalls inside a dome.  The expo was inaugurated by Vice Admiral KN Sushil, PVSM, AVSM, NM, ADC, Flag Officer Commanding-in-Chief, Southern Naval Command. Some of the companies who were present were M/s VMWare, M/s EMC2 ,SaltriverInfosystems, Real Time tech Solutions, Tata – CRL (Computation Research Laboratories, Pune), IshanInfotech, Wipro, Secloreand SiS ltd. Some of the companies also submitted papers for the seminar and presented them during the run up session on 10 -11 Nov.

(b)       Run-Up Session. The participation by the industry in terms of submission of papers on the topic of Naval Information management systems was quite encouraging, however, as it was not possible to hold a fourth session on 11 Nov and considering that most of the delegates would be present in Valsura, an informal interaction was scheduled in the form of a “Run-Up” Session with the delegates, Valsura staff and industry representatives at LTS Lecture hall at 1500 hrs.  Mr NagaraajuPappu, Co-founder Canopus Consulting was the session chair.

6.         The Seminar was perhaps the first attempt by any Indian Naval establishment to bring out views and ideas on the important subject of Embedded Computing and Communication, and put forth the same to the decision makers, system designers and trainers. The large number of paper submissions from within the Service, industry and other organisations is a clear indicator that the seminar did strike the right chords in covering technologies which will matter in the days to come as far as the Naval battlefield is concerned. The overwhelming response of the Industry in displaying latest technologies in the Exposition is a reassuring sign that the Indian industry is all set to support the drive for indigenisation of weapon and sensor systems. The prolonged open discussions post conclusion of the respective sessions have been one of the most prominent features of the Seminar. The range of questions put forth by all sects of a diverse audience ranging from the Chair Person himself to the Industry Reps to the junior-most under-trainee sailors of Valsura in attendance are a clear indicator of the interest that the Seminar has generated across the masses.

7.         The Seminar has clearly bought out that the increasing use of modified COTS components in the future Navy systems is a reality which needs to be understood, accepted and taken in stride now. The seeds have to be sown deep into the design and maintenance philosophies so as to cater to the paradigm shift from classic systems due to important factors likegenerality and rapid obsolesce of COTS systems. There is no dearth of will and local expertise in the Indian Defence industry, and Indian Navy and the Govt. of India need to patronise firms which can deliver battle worthy systems of tomorrow.Organisations like WESEE have a very important role to play as an interface between the Naval requirements and correspondingly what the industry has to offer. Valsura also has an important role to play in training the young generation to be able to exploit and maintain such systems and deal with their nuances in the near future. Achieving network centricity is a herculean task which requires harnessing the power of land based Information Technology resources, apart from good tactical and strategic communication links. To ensure battle worthiness of these resources, it is essential that corporate technologies in the field of cloud and storage computing, information security and enterprise application development are integrated deep into the Naval Information Management machinery.
